How to download a ringtone is totally up to you. How you get it on your phone is also completely your decision as there are several ways. How to set your downloaded file as a ringtone goes something like this:
(Unrooted) Using a file explorer of some sort (there are many adequate ones out there) move your downloaded file to "sdcard \ Ringtones"
(Rooted) Using a file explorer that allows root access, move your downloaded file to "root \ system \ media \ audio \ ringtones" or if it's a notification then "root \ system \ media \ audio \ notifications"
After putting it in the correct folder, go to "Settings > Sound" and change your ringtone to your downloaded file that should now be there. (A restart may be required, or some phones are sort of temperamental about these things)
