The easiest way is to plug the phone into the pc with the supplied usb cord. You should see either a screen to turn on USB storage or you will see a USB connected in your notification bar. If you select the usb notification the select usb storage option opens. tap on that button and accept the connection. Your phone should now show up as a flash drive on your PC. The pics you take with your phone will be in either a folder called DCIM or in a folder named the same as the app you used to take the picture.

If you let us know which phone you have, we can be more specific. The settings vary from model to model. In any case what is happening is the PC is trying to install drivers for your phone, but what you really want to do is connect the phone as a storage device. When you plug in your phone you should see a little USB icon in the notification bar at the top. Drag down the bar and tap on "USB Connected" and accept the prompts to connect the phone in mass storage mode. Your phone should then show up on your PC as a flash drive. You can copy files most easily that way.
