Help "Draw over other apps" unavailable...

...and so I can't use many of the apps on my phone. I don't know if this is endemic to Marshmallow 6.0.1 or what but damn!
I have a T-Mobile LG G5 running the aforementioned Android.
I cannot move anything to the external SD card, and worse: I cannot use many apps due to being unable to grant or revoke permission to draw over other apps. I k ow where to access the option, etc. A recent example is when I use Pixlr. I edit a photo, and try to save. When I try to save, I get the following message:

Of course, I tap 'Allow'. Then I get this message:

I then open settings and scroll to Pixlr. This is what I then see:

This is the same for several apps.
I am at a loss.
Does anyone have any ideas?

I have this app on my LG G Stylo called, "LG Access Permission Control," from the Play Store. It gives you access to a secret menu. See if this can serve as a workaround.
 
Unfortunately that did not work. I get the same issue with multiple apps now...whether a sensor app or photo editing or mapping. The good folks at the *cell phone store* were confused as well. Hopefully someone here can suss it out or Android will pull it's head out of its ass with these latest updates before I decide I like iPhones...sorry for the rant.
Any other ideas?

When I get that, I have to pause Twilight within the app, which uses a screen overlay, grant the permission (which then works) and then I can enable Twighlight again. In my case the Twighlight app uses a screen overlay which prevents the permission from being enabled. It's a security feature to prevent overlays from secretly using screen taps which were meant for another purpose. In your case it may be a different app.
 
Well I took the time to go and disable the overlay/draw over feature for every single app that allowed me to and it worked. So that is good. What is bad is that now I have to do the same for any app needing that permission. 6.0.1 has NOT been good to men so far. Thank you for the help I have received here!
 
Well, since the July 1 security update on my note 4 SM-N910f, I cannot install anything that requires screen overlays to be disabled! I have removed all overlay permissions for all apps in settings, restarted, rebooted and cleared cache (via recovery) and made sure nothing is running and still I cannot give new permissions to apps requiring them. At the moment, I cannot install anything useful.

I will research further and try to find a solution (and probably try a factory reset soon) and report back. There are a few posts around about this but no good solutions yet.

Turn it back on afterwards if you wish. The sidepanel feature appears to be an overlay which is not turned off by disabling all the overlay apps in settings...

I solved my problem by going to Settings > Apps > Configure Apps > App Permissions and enabling the setting manually.

(To get to the configure apps menu, you should use the dropdown menu in the top right of the Apps screen).
 
Samsung Note 5. None of this has worked. When I go to settings > apps there is no Configure Apps in dropdown menu on top right. When I go to Draw over other apps, the programs that I want to turn on are not listed. When I go to modify system settings, the apps I want to turn on are not listed. For awhile I had all apps with all the Off apps grayed out and unable to change. Now the grayed out/off apps aren't even being shown. When I go into the one app I really want to change, it has No Permissions allowed, and it won't let me turn any on - it just sends me back to the draw over other apps page which still doesn't even list the app! So........ frustrated! And Twilight is paused. I don't know what else might be hanging it up.
 
Mine was due to facebook messenger. I usually have my drop dead gorgeous woman's chat head on my screen as soon as i removed it apps that said that worked.
 
I have so many apps and the problem has been going on for so long, and I don't have time to turn them all off and then deal with them when I need them again. I finally solved the problem - saw the answer somewhere else. I learned how to put my phone into safe mode and then I could turn on all the permissions I wanted to in any app, and then when I rebooted, all the permissions remained.
 
From what I've read is that one must deactivate other apps' function and then it'll be available for the app you want. I have this issue but have gotten used to it and it's not a big deal for me.

I had same issue regarding overlay....please search previous topic and solutions regarding your problem

I allow first(even deny)

"UNABLE TO UPLOAD PHOTOS"
EVEN DOWNLOADS SAYING
"SCREEN OVERLAY DETECTED"

Then,Screen overlay detected shows

"ANYTHING THAT HAVE PERMISSIONS IS SHOWING SCREEN OVERLAYING DETECTED"
