Are you using the Play Store on the phone as the method of finding/installing the apps?
making sure Play Store is up and running first will verify the connection is good. Search for the app you want from the phone, usually will install fine.
I just did a factory reset a couple weeks ago, everything was fine for a few days, then it happened! I was looking around in device storage ... long story short ... reformatted SD, works fine now.
