Help Droid 2 global problems.

So my Droid 2 Global is stuck in a boot loop, I have tried factory reset and it wont get out of the loop. I was told I should just flash the ROM, I have everything i need but my only problem is that usb debugging isn't turned on on my phone so my computer wont recognize the phone. Is there anything I can do about this?

I'm not exactly sure what you mean by a loop, but we have had our phones get locked and the rep at Verizon told us to just open the back and remove the battery. That reboots everything and we have done this several times. It works.
