Help droid razr maxx not saving anything

The phone i personally fixed nnow refuses to save anything after a reboot. Any downloaded apps or changed settings slow the razr till a reboot, in whimch the changes were reverted. Im using JB 4.1.2 my dad doesnt get it and i dont get a lot of allowance. I dont get any service on the hone. I tried to even wipe the drive both in settings and recovery but it wasnt any help.

When you say you "personally fixed" it, what exactly do you mean?
And just to be clear, you've factory reset it via recovery and still have these issues?
