My phone started freezing up and closing apps so I tried a internal factory reset yesterday through Settings. When the phone booted up it was stuck on the red eye. I tried the external factory reset next by holding down the Power, Volume Up and Down Keys. I cleared cache and reset and the phone is still stuck on the red eye. What else can I do?

There is a utility made for the droid razr that can re-flash android to your phone. You can give that a try, that being said, please please please read all of the directions! Re-flashing a phone can be very dangerous if you don not follow the directions step by step. Here is a link: Utility Belt
