What you will need to do, is to contact your service provider and let them know what you want to do. I'm sure they have some sort of subscription plan. And no, there are no apps in the "Google play" (market) that will allow you to do what you need.
Also, you should check in to your device's area of interest, where other users of this device hang-out and discuss their phone. Here is a link to the Home Page just choose your device model from the list.
