That means that you still have volume and/or home buttons which are staying connected (as if pressed) when you try to start your phone. Possibly they still have water in them. I would persist and try to dry it some more because it sounds like its working other than this problem.
Your phone in starting in download mode which is usually obtained (by people wanting to mess with their phones systems) by pressing a combination of buttons at the same time when starting your phone. It is OK to exit this mode by switching off or pulling the battery so long as you are not actually downloading anything.
To ensure the dryness of your phone, I've heard that putting your phone in a sealed container filled with dry white rice will leach out the moisture. Try doing that for a couple of hours.
The Rice remedy is usually recommended for wet phones. It's best to leave it in the rice for about 2 days with everything removed that can possible be removed (battery, sim, sd card)
