dropped into water

I have dropped my htc the one into pool water , and then I tried blow drying it...witch didnt help! and then I put it into a bag of uncooked rice ...didnt work either then I tried charging it and now I'm out of ideas and compeletly hopless and in need of help..pleas!?!

How long was it in the rice for? At least 48 hours is the recommended time.

You probably don't want to hear this, but unless the blow drier was on a low temperature, you might well have done more harm than good by trying to blow dry.

Your options are very, very limited if your device is water damaged, sorry.
