I have yet to understand what dual sim is for

What I THOUGHT is was for:
What ACTUALLY happens (and what I found through the i-net searching:
I have 2 lines on my account and I thought that by having dual sim phone I could use it like 2 phones in one, but apparently that is not the case.
If I am incorrect, can someone explain what I might be doing wrong?
If this IS CORRECT can someone shed some light of what would be the benefit of a dual sim of this nature.
I would REALLY like a PART A scenario.

What I THOUGHT is was for:
- Make a call to a number, choosing sim1 or sim2 (in my case, 2 different numbers, both cricket
- Use data as needed (either sim card)
What ACTUALLY happens (and what I found through the i-net searching:
- One card for data (OK that's fine)
- Select which sim to use for out going calls. SIM1,SIM2, ALWAYS ASK(which i have at default)
- It would seem that only one sim card can be used to make outgoing calls(ex. sim1), SIM2 get a "no carrier available"
- from a 3rd phone I called the "no network" sim in case it only receives INCOMING calls, but alas, not the case, just rings (on the calling phone) and goes to voice mail. Does not ring on the dual sim phone.
