I'm sure there's a perfectly reasonable explanation, I just have no clue what it is.
When I'm watching TV as it airs, I tend to find a volume between 14 and 18 reasonable (depends on the show, among other factors). If I'm watching something I recorded on DVR, I have to boost the volume to around 30 to get the same sound level. This has happened across multiple TV/DVR setups, using composite (in our SDTV days) or HDMI (now that we have HDTV).
