That's not true. Google Books can only be downloaded from the Play Store. You can get a Kindle app and download books from Kindle, or you can get a general ebook reader like moon reader or Aldiko and download books from other sources. Where and how they are stored and whether you have access to the files outside of the reader software will depend on the reader you choose.
If you purchased and/or downloaded books from Google Play they should be available in the Google Books reader app. I've never used it, so I can't give you specific help.

@geordie2 how did you download the ebooks that you have? (That is, what app?)
As @Hook mentioned, you should be able to use Aldiko or a similar app to read most ebook formats. You can also upload epub and pdf ebooks to the Google Play Books app or view Kindle-formatted books with the Kindle app.
