When I select the option to get a delivery report or a read report when I send any emails, I don't get any. I'm using the stock email app set up for my hotmail account. Anyone know why. My S3 is running JB 4.1.2
 
The receiving party can refuse to sent the delivery report back. Just depends if the receiver wants to do it or not.
