Help Empty folders taking up space. What is going on?

Ok, I would like to cut straight to the bone here. My phone supposedly has 2 gigs of usable storage on it. I've done the math and all I have used on my phone (that it tells me) is 215 MB. But then it tells me I only have 58 MB of free space on my device, and on top of that some of the folders that it says are using space are empty in appearance. What on earth is going on??? Does it keep files that I've deleted? Maybe even reserve the space for when I end up using it for that purpose? (And if so, why does it reserve 1200 MB and not let me use them?)
 
It's an Alcatel One Touch Fierce. I downloaded that app and it helped me understand a bit, but it still doesn't explain things like my downloads folder taking up 190 MB when I have just emptied the folder.

Also, I'm not certain this was a coincidence, a glitch, or if I'm on to something, but as soon as I uninstalled Facebook my phone went on an update frenzy. Ten of the pre-installed apps updated and it audio cleared up quite a bit if space. For those trying to figure out why their phone us acting like mine, you may want to consider uninstalling Facebook as well and let me know if it works for you.
 
Yeah, Facebook can be a real pig, along with its companion app, Messenger.

If bad apps take over, it's easy for lots of stuff to get confused.
