Enable all notifications and whitelisting

Hello, I'm trying to troubleshoot an issue with a app provider providing second phone line services. When I use their "carrier" option (uses Verizon to make and receive calls instead of over Wifi/data), my own number shows on called ID instead of the caller's information. When I switch to Wifi/data options, things work fine. But I would prefer to use carrier option.

The provider says I need to "whitelist" the app:

"Click Device Settings >> Battery >> Top right choose “Battery Optimization”. Toggle from “Not Optimized” to “All Apps”. Scroll to app and then choose “Don’t Optimize” and click “Done”."

... and also to "enable all notifications":

"Notifications: Settings >> Apps (OR Apps & Notifications OR Application Manager) >> Scroll to app >> Enable all notifications."

However, neither of these options are available to me on my version of Android (5.0.2). Does anyone know how to perform these actions on my version?
