Help ERR_CONNECTION_REFUSED from Facebook.

Hi all,
I have a very peculiar bug when trying to connect to Facebook (and only Facebook) in any way; I get an error 102: connection refused.
I have tried:
-reconnecting WiFi (error)
-opening in Facebook app (error)
-opening in messenger app (error)
-opening in Chrome (error)
-opening in Friendly app (error)
-opening in Lite app (works)
-using different device on same network (works)
-using mobile data (error)
-network settings reset (error)

I was able to connect until yesterday, I cannot tell what could have been the cause.
Any suggestions short of a system format is welcome.

Edit: I have now tried restoring the modem partition from a backup that was taken when it still worked; no luck.

If all else fails factory reset the phone
