Help Error - 24 Again - Still ongoing issue with G Play/eBay

I have tried everything from removing my Google account, to uninstalling updates, clearing data re-booting and more..............but nothing works................

I restored my galaxy, and the only app that will not re-install is Ebay - It always comes up with the Error -24 message, again and again...................

Please please please, does anyone know of a way to sort out this problem? I have an up to date Galaxy S4. All other apps work just fine.
