Apps ERROR: Gradle DSL method not found: 'implementation()'

Can someone please help? getting this error while adding firebase implementation, even though I have the latest gradle not sure why this error occurs.

I'm using gradle 3.5.1 what the error suggests, but no idea why this appear. I did went through other questions, answer is to update gradle, my scenario is different now.

Not sure this is helpful, but looking at my own gradle scripts (which have the exact same implementation) I'm seeing the gradle classpath in the PROJECT build.gradle, not in the app file with the implementation - maybe try moving it?

Thank you very much for your response, but moving this doesn't help, same error, is it possible of gradle version or something, please let me know
