Help Error installing sdk manager

I was installing sdk r11 on windows 7. But keeps getting this error:
"Failed to fetch URL https://dl-ssl.google.com/android/repository/addons_list.xml, reason: File not found"
. Also when I click at available packages it doesnot show any platforms under android repository. What should I do?
