European phones on AT&T?

Out of curiosity, say I am interested in a European HTC Desire HD. From what I have read, the 3G band won't work. Does that mean I can use that on the AT&T network and still keep my $20 unlimited EDGE plan?

Since AT&T's 3G band is 1900 MHz, I don't see why the Desire wouldn't work with an AT&T SIM card.

My other concern is that I don't want AT&T charging me for 3G data plan when my phone can't even access it.

There is nothing like a 3G data plan. AT&T have data plans for their smartphones. Since, you will be using a non-AT&T smartphone, their system will not be able to detect it. So, you can still use your cheaper non-smartphone data plan.

just becasue the phone runs on GSM dosnt always mean it will be 3g. ATnT's 3G network it also known as UMTS. and just because you might run on edge you still would keep you data plan. it would just be like living in a area that isnt covered but 3g. you would still pay the same price since you could travel and get 3g. even tho you might not be able to get 3g at all the same concept would still apply to you
