So I just recently got back into the Android realm after a 2 year stint with Apple. When I first had an Android phone, I think I recall having a wallpaper that extended across all my home screens. So as I would scroll across each screen, I would go to another section of the same image, if that makes any sense. I now have an S4 and cannot seem to replicate this, even with a background app. Is this feature no longer available?

Depends on what launcher you use. Some have "wallpaper scrolling" disabled by default. Just enable it.

You may have to wait for someone with an S4 to answer that. That phone came with a brand new Touchwiz version with major changes. So far only the S4 has that launcher. I'd move your thread to the S4 forum but I don't know how to do that on the forum app on my tablet lol. You may want to check out that section of this site though.
