Eye in the sky

Once in a while I've noticed what seems to be an eye at the top of the screen, near the sound and Internet icons. What is this? Why does it appear and disappear that quickly?
 
Some phones use the front facing camera to dertermine if you are looking at the screen (and if so, not turn the screen off). It sounds like that. What make and model phone do you have? We can probably confirm if it has this funtionality.
