Ok I have a Droid 3 when I want to watch a video posted on Facebook it downloads it instead of playing it is this a setting or just the way it works?

Welcome. I'm sorry nobody has been able to respond yet.
That is not just the way it works. It should play without downloading. You might try clearing cache and data for the facebook app or whichever browser you're using, and/or try an atlernative browser.
