Yes, factory reset brings your phone to the state when you first used it.

That's a semi common misconception about a factory reset, it will only wipe the data and cache partition, leaving the system partition untouched. Essentially, it wipes any changes you've made, leaving OS updates and any other changes to the system partition intact.

A lot of new phones, especially those that have A/B system partitions to allow for Seamless Updates, do not have the option to "Wipe Cache" in the stock Recovery menu.
On my Moto X4, I have used fastboot commands to erase cache with a unlocked bootloader. Not sure if you can use commands on locked bootloader.

In fact, many factory reset procedures from the phone's settings menu will wipe the system cache as part of the reset. If you reset from recovery though, it may not (depending on the recovery you are using.)

Yes, factory reset brings your phone to the state when you first used it. If you want to clear system cache, you need to power off your phone, get your into recovery mode (my pressing the volume and power buttons simultaneously), and select the clear cache option...
No wipe option in my mobile after power off
