i can't get my lg-l38c to give me a ring or vibrate when i get a notification or message on facebook

You may have the notifications turned off or to silent.
Go into the app's settings (on my phone, the settings button is at the bottom of the phone--not on the screen--next to the Home button) and check how your notifications settings are, and adjust them to the way you want them.
