Well if you're thinking in terms of Android and device drivers being similar to re-loading/updating drivers on a Windows system, that's just not the case. Drivers and device firmware are integral to the ROM for each phone model and/or in a few instances to specific apps. Users don't update/upgrade drivers individually, that's all done on the developer side.
What model phone do you have and which version of Android is it running? Have you simply rebooted your phone? That itself often solves a lot of one-off glitches. Have you tried using the network reset function?
