"fastboot.exe devices" shows no devices, I must have USB Drivers installed. The following instructions direct from Google are obsolete:

Their "Downloading the Google USB Driver" section describes the selection of "Google USB Driver package" within "SDK Manager.exe", but it has been removed.
I did find a mirror for this driver, but it is the inf file only. Trying to install only with "android_winusb.inf" complains of a missing library: "WinUSBCoInstaller2.dll".
I have been searching intensely for the past several hours, it's 5am and my phone is hanging in the balance.. I am quite proficient with search engines in general, but this time nothing turns up even remotely leading to a solution. What should I do?

ALL I want to do is flash the radio at the Fastboot screen with the skateboarding droids.
