How can I get the PC to import only what it hasn't yet? Every time I plug in it or just the SD card I have to slog through all the photos and videos. It would save a lot of time and hassle.

If you have the bandwidth, sync'ing to the cloud would solve your problem.

There are several file sync options available. Do you want to do it from your phone or from your PC?

I don't know. Which is better? The phone does have Internet access, but the PC does not.

Please note that this is one of the WORST PHONES EVER. It has only 8 GB and 1 GB RAM. It is messed up to the point that almost nothing Google will work with it: photos, gmail, etc. It's amazing that YouTube works, and that was screwed up for a while, then miraculously came back.

Which phone is it?

For file syncing, I'd probably set it up on your PC. I use something called syncfolders for routine automated file copies.
