Fixing 491 download error

I tried method 1 it didn't work.


Method 1: Delete and re-add your Google account

Go to system settings>> Accounts>>Google>>Remove your Gmail account (the account that is synched with Google Play Store)
Now from settings>>Apps>>All> Force stop, Clear data and cache for Google Play Store, Google Service Framework and Download Manager
Reboot your device.
Now again go to settings>> Accounts>>Google>>Add your Gmail account
Rerun Google Play Store and update or install your app.

Although i have been doing regular Titanium backups, I couldn't find any of the apps on the SD card. I also used Titanium backup to restore both Google play, then my email account. So now I am on method 2


This method requires that you can go into a recovery mode like Clockworkmod Recovery.

Reboot into recovery
Wipe cache partition
Go to Advanced >> Wipe Dalvik Cache
Now go back and Reboot system
Rerun Google Play Store and update or install your app.

I know to put my phone recovery mode. I know how to reboot my phone. Is there somewhere else besides Google play where I can down load Google Play? I have no idea how to wipe anything. Where should i go from here. In case all this stuff isn't in my profile: Galaxy S4 rooted running Samsung stock 4.2.2 with carrier AT&T
 
Downloading directly off the website with a browser also doesn't work. Does anyone know a good website that i can download an android app, just so i can make sure this is only a Google play problem, and not a generalized downloading problem?
 
I have had success in firstly finding an app I like at Google Play then searching for the developer's site, from where I can usually download it onto my PC. Then I copy the *.apk file into my Android OS's "Downloads" folder and install it from there.

AppsApk.com offers a myriad of apps for Android without having to visit Google Play and wade through all the clutter.
