Help Flashing back to Boost Mobile

Hello guys, Well im having a hard time trying to flash a Galaxy s5 back to boost mobile, i hope that anyone can help me out.

Here are the details:
A friend of mine took his S5 to mexico and he took it to some place where they flash phones so he could use it with another company while he was there in MX.
They told him that they tried to flash it but it didnt work, so he just got a cheap gsm phone instead.

When he came back to the States, he opened a new Boost account using the MEID from the sticker in the back of the phone, only to find out that the phone could not self activate because the MEID on the phone itself was all 0's.

I've search all over and in all tutorials, some how the MSL is required to repair the MEID.
Well thats the problem, i cant pull the MSL with apps or anything, ive tried 000000, 111111, 222222 etc. and the actual MSL from the real MEID and nothing.

In the "about phone" info it says:
network: searching for service.
Mobile network type: unknown
PRL version: 1
MEID: 00000000000000
IMEI: UNKNOWN
Bluetooth address: Unavailable.

I would appreciate someone pointing me to the right direction.
Thanks

Hello and welcome to Android Forums paisatronix

In a nutshell... your friend is screwed!

It seems that it is common practice in some countries of the world for, "back street", mobile phone shops to illegally flash phones and alter their unique IMEI number, (MEID number on CDMA phones), among other things, in an attempt to get them to work on different networks and/or make cheap/free calls. The offence applies to the owner of the phone as well as those that he allowed to carry it out... whether knowingly or unknowingly. (see below)

Apart from this being a criminal offence to alter or change the IMEI/MEID number, (since criminals also use this method in an attempt to, "sell on", blocked and stolen phones), it often does not succeed and leaves the owner with a Wi-Fi tablet that is not covered by warranty and which manufacturers/carriers are not interested in repairing.

This is a quote from the U.K.'s, Mobile Telephones (Re-Programming) Bill, other countries, worldwide, have similar legislation...

"A person will commit an offence if he offers or agrees to change or interfere with an IMEI number or other unique device identifier, or if he offers or agrees to arrange for another person to do so. Commission of the offence is not dependent on re-programming actually taking place. The clause also has the effect that it will be possible to bring criminal proceedings for the offence even if the identity of the person (if any) who actually carries out the re-programming is unknown."

"The offence is triable either way. The offence is punishable on conviction on indictment by up to 5 years' imprisonment or a fine or both. The offence is punishable on summary conviction by up to 6 months' imprisonment or a fine not exceeding the statutory maximum (currently £5,000) or both."
