Adobe abandoned flash support after 4.0 for android. However if you enable installations from unknown sources in settings -> security, you can download and install the apk manually from Adobe's website. To view websites that are flash enabled, you will have to use a browser that supports flash. Browsers such as firefox, opera, boat browser, or dolphin are all great choices. Chrome doesn't support flash so that one won't work. It may be initially disabled in those browsers that do support it, so you'll have to go into it's settings to enable it.
