So aso today i figured out the CORRECT build prop line to enable Force 4x MSAA.
I have tried many kinds of lines but nothing worked and been trying since 2016 it's August 20, 2019 and finally got it working so here is the line you need to add to your build prop feel free to use it in your ROMs I also found a few other lines that works so I'll include them as well!
#Render hwui in opengl, you can use opengl witch is by on by default but skiagl works better
debug.hwui.renderer=skiagl
# Force 4x MSAA default is 0 (0=off, 1=on)
debug.egl.force_msaa=1
#Buffs graphical data before utilizing it, does make rendering faster
debug.egl.buffcount=4
