Hello and welcome to Android Forums! 
I can understand the confusion concerning the requirement. Several months ago the forums were hit with a flood of spam from automated sources, namely scripts and bots. Instituting several limitations for first posts including links has helps us reduce the spam in the forums to a manageable level. The last thing we want is for visitors and members to have to wade through annoying and possibly dangerous posts to find the information they come here to find. The staff is committed to keeping the forums spam free and diligent in their efforts. Spend some time here and you'll appreciate how nice it is not to have to deal with that sort of thing.
