Free WiFi calling from abroad?

I'll be traveling to Costa Rica and I don't want to get an international plan for my note 4 (att). The resort has wifi I can connect to. What are my options for making calls back to the US while there?
 
I got a Google voice number long ago (I need to remember what it is and how to get to it). Do I need to download Google Voice to use, then? And it will work via wifi internationally back to US?
 
You need Google Hangouts and Hangouts Dialer. As for international use I'm assuming it should work since you're calling to the US.
 
Ok, I'll get the dialer. I guess with the dialer I can connect it to my Google voice number?
 
Hangouts + Hangouts Dialer works pretty well and is free for calls to/from the USA but:
1) Your outbound calls will come "from" your Google Voice number, and some people refuse to pick up calls from unrecognized phone numbers.
2) Anybody wanting to call you would have to call your Google Voice number.

If you go with Hangouts, be sure to go into the settings of the Hangouts app and enable "Incoming phone calling" if you want to receive phone calls.

I don't know about AT&T, but Sprint has free "WiFi Calling" built into all of their reasonably-modern phones. ("WiFi Calling" can be turned on from the settings menu of my Sprint Samsung Galaxy S5.) With Sprint, WiFi calling to/from US numbers is free, and uses your cell phone number. You may want to see if AT&T has free WiFi calling.
