Full internet access HELP :D

Ok so I got a phone and its a T-mobile concord phone. My mom didn't put web on my phone so I lost web :/ and I relie on wifi when playing things.
Today I was playing a game called Bakery Store and it said you need full Internet access. I was wondering if I use wifi at school and home will I not be able to play it? Also when I'm on the road? And another question is that on my phone a 3G pops up but I notice it doesn't work! What's the problem?!? Please help me
 
Full internet access is either from mobile data or wifi. That's Android's way of telling you that some form of internet connection is required and that the app/game has access to it.

You see the 3G pop up because the signal is available in your area and you don't connect to it because you don't have a mobile data plan.
