Fun app like snapchat but with effects

Hi i have an idea for an app i want to create its very basic and is only for fun i want an app like snap chat but i want a different window effects to video in like for example sky sports news

i want that window around the commentator
 
yeah i suppose, iv never used instagram so wouldn't know on that side of things but yeah basicly a video app where you have a frame to record yourself then you can choose frames to put around your videos and then send to people :)
