Does anyone know when you turn your phone on it displays an white screen and says the following

And every time i clear the data it shuts off then turns back on i stuck and i don't know what i need to do. I also connect my usb and the in doesn't show it on my screen and oh ya when i plug it in no lights will come on like example a red one will come on when you plug your phone in

the phone use to be mine but its my mother. I asked her and she said she dropped it in the sink but it didn't get wet ans she said she was deleted a bunch of messages and it turned off so she put it in her purse an came over my house for a bq. I told her i wanted to load a new 2.1 rom for her cause i did it earlier with the mytouch. So then i got it from her so i could put a new rom on it an that is when i got the white screen with the three android skateboarders and its been 2 days trying to get the phone to work
