Well i have emailed Samsung about 2.2 on the spica/lite/portal they emailed back

Regarding your inquiry, Android 2.2 will be released in the near future for all phone models that support Android through the Kies software. We do not have a specific release date yet but hopefully it will be soon. The release will be made public so please stay in check with our website for further notice.
