If the toggle in the notification bar isn't working for some reason, try going to Settings > wireless and networks > more settings > mobile networks and untick the "Use packet data" option.
As an alternative solution, did you know that you can set a data limit, so that your phone won't use any more data after the limit has been reached? It also allows you to set a warning amount so that the phone warns you when you're getting close to the limit. You can configure these options by going to Settings > Data usage.
