That implies it's locked to a certain network.
In the Uk a person has to be a customer on that network and ask for an unlocking code. Usually some form of criteria is needed such as using it for a certain length of time on the network etc.
Unlocking it means the phone will accept any Networks SIM card.

1. Ask the seller which network it was on.
2. Buy a payasyougo sim card from the answer in #1.
3. Ring network in #1 after say a month and get your unlock code.
4. Move to another network or stay with network from #1
5. Do proper research of what you are buying before you pay for it
