An improved Picture Gallery widget lets you look at pictures directly on the home screen. The widget can display pictures from a selected album, shuffle pictures from all albums, or show a single image.

The Gallery widget they're talking about is from the AOSP gallery application. Most OEM skinned phones do not come with this gallery, but instead, use their own gallery application. Chances are that your phone never came with the AOSP gallery app.

As for the above post, that's not completely true. Google doesn't like to remove preinstalled apps. So, phones like the Nexus 4, and GPE versions of the HTC One and Galaxy S4 came with the AOSP gallery. Then, with KitKat, we had Gallery AND Photos (Google +) preinstalled. Some newer GPE devices ship with ONLY Photos installed. While Google's intent is to ultimately replace Gallery with Photos (and thus, give the user a Gallery application that can be updated through the Play Store), they have not removed it from any devices that it shipped with.

Despite shipping with KitKat, the Nexus 5 came preloaded with both the Gallery and Photos apps, and I believe that it still has both on the official 4.4.2 release. Only the GPE versions of the Z Ultra, Moto G, One M8, and G Pad 8.3 come without the AOSP Gallery so far, to my knowledge.
