Help Gallery won't refresh thumbnails

Does anyone know how to make the Gallery properly refresh thumbnails after I save a photo in a download folder from an app, or is this just one more thing that's defective about Android?
 
The photo showed up after I power cycled my phone. Needless to say, we should not have to power cycle our phones to see photos we download? Anyone at Google want to take a break from playing ping pong to see if they can fix this?
