Geofence and HTTP messaging app

I am looking for someone to develop an Android app for a prototype project. The goals are very simple, very quick, and very inexpensive.

The concept for the app is:
The user will define a geofence and set a device ID. Each time the geofence is crossed, the app will send a message via HTTP with the device ID, time, and whether the device crossed into or out of the geofence.
