Reuters reports that Germany will plan to issue a requirement for self-driving cars. The cars will have to be equipped with "black boxes," which are electronic data devices which hold information about what's happening with the car. The black box would have to be able to record when the car enters and exits automatic driving mode for purposes like determining who's at fault in an accident.
