Help Get my S4 back to normal!!!

I've had this Samsung Galaxy S4 since December, and it's been working fine.
So yesterday I tried to root it, it worked but it kept rebooting at the Verizon screen so i factory reset.
And since then its been working rooted. I decided to delete some already installed apps. (and it worked fine)

So i was stupid and decided to delete the calling app (SecPhone.apk) (com.android.phone)
I panicked so I reset my phone, (NOW ITS NOT WORKING)
I goes to the setup screen (Setup Wizard) and IMMEDIATELY says "Unfortunately, Settings has stopped working" I click ok, I choose the language. And it says 'Activating..." and thats the end of it.
It wont do anything else, if you press "EMERGENCY CALL" it says "Unfortunately, Setup Wizard has stopped working" and it goes to a black screen with the only thing avilable is the time and the status bar.

Is there anyway (even ODIN) i can set my phone back to the way it was
 
Yeah, I'm not a Samsung expert, but I agree you need to reflash your system software.

The thing you need to know is that what "factory reset" does is erase user-installed apps and app data. That's all it does. If you have an unmodified phone this restores it to factory state, but it will not undo any changes you have made to the system software. If you have not modified the system software this does return it to factory state, but I personally think that "factory data reset" would be a better name.

If you think it shouldn't work like that, look at it this way: the only way it could restore the system software would be if the phone kept a spare copy, which would eat another few GB of your internal storage. Given that the user isn't supposed to be able to modify the system software in the first place, and 99% of people never root their phones, would that really be a good use of the space?
