Some carriers/providers that are upgrading or adding towers, etc, will cause that error to appear in users' sms upon sending. They'll also cause more than one message to go out on occasion.
You can test this by going to another location at least 10 miles from where you've seen the error.. send out a message and see if the error occurs there as well. If so, then perhaps a reboot will help, or a removal of the SIM card after powering down, then putting it back in and powering up.
