All of this hullabaloo could be avoided by simply turning these customizations in to an app which can be installed over vanilla android (just like any home or launcher replacement)

The reason they won't do it is because then ANYONE can get it. People with Motorolas can get Sense, people with SAMSUNG can get Blur. So they keep things as they are.

How about turning it into an app, and then shipping it free with HTC phones and putting it on the market for $30?
Do you really not want extra people, who want Sense, buying it and increasing your revenue?

UI skins can't be an app. You need tighter integration with the UI to achieve skinning.
