I recently bought a 7 inch netbook running on android 4.4.2

The screen is very dark ( theme , not brightness ).and so is the cursor.

I've looked in settings, but can't find anything.

How I change the theme from dark to light ?

Okay you said you bought a netbook running 4.4.2.??? Your device is running a out dated version of Android by almost five years.
Try down loading a different theme or launcher.
