You can go to Gmail contacts in your browser (on your computer) and go to More -> Export... and export all your contacts as CSV for Outlook and import. If you want to actually sync them, you are going to have to investigate tools like Companion Link or Gsyncit. I know of no reliable free method of setting up the sync with Outlook Contacts other than using the export capability in Gmail contacts and doing everything manually.

If you use an outlook (or hotmail) account, you could do a one time import from gmail to outlook account, and sync that to your device.

Going forward, Desktop Outlook will auto sync to outlook web account, and your phone will also sync the outlook web account contacts to your device (set up the account as exchange acct). It is not the same as syncing your contacts to gmail, but probably the next best thing.
